services Whatsapp falls under the present rules through the cracks because they are not classified as telecom services while eluding the laws which controls the market for text messages and voice calls within the EU. This has angered the major European telecom operators competing with messaging services.

Operators such as Spanish Telefonica and French Orange has long complained that the Internet-based services has become beneficial treated in the current regulations.

According to documents expected to Commission to submit an initial proposal in September to regulate both types of communication as to create a more stringent law of fair competition in the European market.

the proposal is expected to set in motion months of discussions between Member States and a large lobbying by representatives of both camps.
