National Agency: All students and teachers to have their own computers – IDG.se

IT equipment in schools varies widely. Now suggest Skolverket that all primary schools should provide students and teachers with their own digital tools, paid for by the municipalities. Education Minister welcomes the proposal.

On Tuesday delivered the National Agency for Education’s proposal for a national IT strategy for primary schools and preschool. The strategy now submitted, no schools, no longer able to duck digitization.

Now it’s the so-called one-to-one principle that will apply in full, it means that all students should have access to own digital tools. And within three years.

Today, only 28 percent of all primary school pupils received or borrowed a personal computer or tablet of school according to a survey of IT usage by the National Agency for Education conducted. Most common are laptops but the National Agency does not turn solid exactly what it needs to be to not lock themselves in contemporary technology.

But why should the school set up with IT equipment? Most students have the smart phones or computers anyway?

– We can see that there is a very unequal access to digital tools for young people. And because this is such a crucial importance for digital literacy is extremely important that the school ensures that students have the tools they need for their education, Educational Counsellor Catherine Lycken Rüter who worked on the strategy.

– It is in our mission to ensure that schools are equal and this is part of it.

Although all staff, both in primary and nursery school, is assigned with their own digital tools under the proposed national iT strategy, and it is already within two years. Infrastructure, technical support and educational support should be in place within three years both in kindergartens and primary schools.

The children in preschool need not have their own iT equipment – but within four years, there should be at least one tool of five children.

Roughly calculate the National Agency of the cost of investments in hardware landing at between around 420 and 800 million in total.

And it is the municipalities who may pay for the party. The Agency notes that the cards under the Education Act, the principals’ responsibility to ensure that students have access to modern tools and the work of the strategy only defines what it means.

Education Gustav Fridolin, MP, promising that the proposal will not be drawn in the long bench.

– During the year we will reach the goal. Now we are waiting on two parts – the IT strategy that will apply to secondary schools and proposals on how digital competence and programming should be incorporated into courses, he says.

Gustav Fridolin say they have no reason to question the control that Agency proposes.

– We have just decided to allow research to control and if they landed in this, I have no reason to question it, he says.

– We also sent an open question to the National Agency of the need for investment but where they have been very clear that it rather can be directly counterproductive with targeted money. Then we run the risk that the principals are waiting for a new government initiative as the next step in the evolution of technology and will not take their own responsibility.

Facts

Now in the first half of 2016 added several pieces for increased digitization of school. Here are the different pieces:
 

  • recently proposed government investigator Tommy Lagergren a new approach for the national tests in primary and secondary schools. Part of it is that they will go digital. 2022 shall be fully implemented.

  • The proposal for a national IT strategy for primary and nursery school was handed over to the government of the day.

  • A second national IT strategy for secondary school and adult education are presented at the end of April.

  •  
  • Digital competence and programming, into the school curricula. A proposal on how it should look like are presented at the end of June.
